and that a life can in turn shape history. in warren's case he was formed by early 20th century california and came to embody its values. he then explored those values to the nation and, to a remarkable degree, those values help shape our lives today. so if you will bear with me, i'd like to talk a little bit about who earl warren really was, and in the process i hope to paint a more accurate picture of this very consequential man. earl warren was born in 1891 in los angeles where i live today. in those days it was a scrappy little mexican-american village in a very young state of california. although warren's family left los angeles when he was still quite young, there were two memories of his youth that remained with him throughout his life and that helped form the man that he would become. the first was his recollection of a young neighbor who was crying in pain as she died from a disease, probably polio or meningitis. and he wrote in his memoirs, quote, her anguished cries and the sobs of her family gave me a lasting impression after her death. he was similarly affected by the mob in 1

prices in california hitting an all time high. aaa reporting that a cost for gallon of regular gas jumped 12 cents overnight bringing the total 4.61, that 80 cents higher than the national average. is there any relief in sight. dominic is financial advisor joins us. hopefully, there is good news. first of all, why the high prices? what is causing this? >> again we had a similar problem. there is short term problems that are kind of unique to california. they had another refinery outage earlier in the week and that caused really shortages in the summer blend they need. earlier firings in august. the sum of perfect storm incidents have created a short term problem. hopefully we'll see relief in coming weeks. >> heather: there is simple explanation and real ex pla nation? >> the real explanation. on the average californians pay dollar per gallon 25% more than the national average. a lot of it has to do with regulation and taxation. they have created a lot of their own problems. on the average, californians pay over 50 cents a gallon in tax, compared 15 cents to new jersey, for example. they

-friendly city. prop 13 has starved our schools of funding across the state of california and in san francisco for decades. commercial property owners have been on a tax holiday through the reagan and bush era and have received benefits it is time for us to properly tax commercial property owners here in san francisco so that we can make-up for the lack of funding that we receive from the state. i plan to do that by instituting a commercial rent tax in san francisco. san francisco needs to be a culturally sustainable city and environmentally sustainable, restoring uni, uni has had a structural budget deficit. we need supervisors who are going to have the political will to find the resources to fully fund our mta system. i am looking at a number of options from congestion pricing to a downtown transit tax assessment district to even a local gas tax or a local vehicle license fee so that we can fully fund our uni system and stop fixing the buses with duct tape and have a first-class transit system in san francisco. another way that we can be a leader is to encourage people to get out of the cars
